The PHL-03 is a truck-mounted self-propelled 12-tube 300 mm long-range multiple rocket launcher of the People's Republic of China. The system is beginning to be replaced by the more modular and newer PHL-16. The design is based on the Soviet-made BM-30 Smerch rocket artillery system. The main role for this multiple rocket launcher is to engage strategic targets such as large concentrations of troops, airfields, command centres, air defense batteries and support facilities. It is also used to engage in counter-battery fire missions. The PHL-03 has the same configuration as the original Soviet counterpart with 12 launch tubes for 300 mm artillery rockets, along with a computerised fire-control system (FCS) incorporating GPS/GLONASS/BeiDou.

The PHL03 type 300 mm multiple rocket weapon system consists of rockets, launch tube group, launch vehicles, command vehicles, transport vehicle components. Each PHL03 rocket system is equipped with four operators, with 12 rockets fired in the first volley. A reload vehicle, based on the same chassis, carries another shipment of 12 rockets, with a hydraulic crane for launch vehicles to provide mechanized loading. The PHL03 rockets use solid fuel propulsion, with a maximum range of 150 km. Rocket length 7.3 m, diameter of 0.3 meters, take-off mass 840 kg, 235 kg warhead quality.

For firing, the 300 mm caliber Corrected Jet Projectiles (CAR) with a maximum range of up to 130 km are used. Several versions of the cattle with different types of combat equipment are developed. All missiles have a universal control unit with angular stabilization and range correction systems.

1. KRS BRE2. The flight range is from 60 to 130 km. The head part is blasted with ready striking elements. Weight of the head unit is 190 (180)kg. Effective radius of defeat - 100m.
2. КRS BRE3. The flight range is from 20 to 70 km. The head unit is a cassette unit with 623 cumulative shrapnel fighting elements (CSBE). The CSBE dispersion radius is 80-160m, the depth of armour penetration by cumulative jet is 50mm.
3. Кrs BRE4. The flight range is from 60 to 130 km. Head part - cassette. The number of equipped KOBE - 480 pcs. The dispersion radius of KOBE from one head unit is 80-160m. Depth of armour penetration by cumulative jet 50mm.
