លោក​ឧបនាយករដ្ឋមន្ត្រី​ ហ៊ុន​ ម៉ានី​ អំពាវនាវឱ្យជាប្រជាជនកម្ពុជា​ រួមនឹងថ្នាក់ដឹកនាំកម្ពុជា បន្តឃ្លាំមេីល​ចំពោះសកម្មភាពរញុះញង់របស់ថៃ។ ប៉ុន្តែទោះយ៉ាងណាក៏ដោយកម្ពុជាចង់បានសន្តិភាព អ្នកជិតខាងល្អ សហការ និងអភិវឌ្ឍ ដើម្បីជាប្រយោជន៍ដល់ប្រជាជនកម្ពុជា និងប្រយោជន៍រួម។ 

While the action of the Thai authority on the matter (attack Cambodia soldier with intent at Tamoan Thom on the morning of the July 13th) is commendable, yet it should not serve as a ground for future similar cowardly and provocative acts to escalate the tension. 

Cambodia has always maintained our composure and utmost restraint to all provocations from Thai side intending to escalate the situation, especially since the shooting and killing of Cambodian soldier in May 28th and other subsequent actions of the same intent thereafter.

This morning action of hitting our Cambodia liaison officer stations at Tamoan Thom, whether it is premeditated or orchestrated, whether it was without the knowledge of official authority or it was a completely a separate incident, the truth remains that these type of actions against Cambodia (threat to cut off internet, cut off the sale of oil and gas etc) are consistent with what have been happening since May 28th clash, which killed one Cambodian soldier. 

Cambodians will not be fouled and will continue to watch very closely whether such similar actions by whoever, whether official authorities or ordinary entities/individuals, will persist forward. If it is a separate incident then it is great, but if it is an action of many to come (hopefully not obviously), We, Cambodians and the world will watch and make judgements on acts of provocation and aggression against Cambodia and Cambodians. 

We, Cambodians stand by our leaders call to observe utmost restraints in face of on going and never ending provocation of different forms. 

The Kingdom of Cambodia wants peace, good neighbors collaboration and development for the sake of Cambodians and beyond.

อำเภอพบพระ อำนวยความสะดวก ผู้หนีภัยความไม่สงบชาวเมียนมาเดินทางกลับมาตุภูมิฯ

    ตั้งแต่ห้วง วันที่ 29 พ.ค. 68 ที่ผ่านมา มีการสู้รบระหว่างกองกลังชนกลุ่มน้อย/กลุ่มต่อต้านรัฐบาลเมียนมา พื้นที่รอบ ฐานทหารเมียนมา ฐานฯ อุเกรทะ อ.วาเลย์ใหม่ จ.เมียวดี ด้านตรงข้ามฝั่งไทย บ.วาเลย์เหนือ ม.2 ต.วาเลย์ อ.พบพระ จ.ตาก ทำให้มีประชาชนชาวเมียนมาขออพข้ามชายแดนมาพักอาศัยอยู่ในพื้นที่ปลอดภัยชั่วคราวโกดังเอกพันธ์ กว่า 148 คน และ ศูนย์สั่งการชายแดนไทยกับประเทศเพื่อนบ้านด้านเมียนมา จังหวัดตาก และกิ่งกาชาดอำเภอพบพระ ได้ประสานงานดูแลตามหลักมนุษยธรรม ตามแนวทางของสำนักงานสภาความมั่นคงแห่งชาติ นั้น

    และ ตามที่ปรากฎข่าวสาร เมื่อวันที่ 12 มิ.ย. 68 ที่ผ่านมา กองกำลังชนกลุ่มน้อย/กลุ่มต่อต้านรัฐบาลเมียนมา สามารถควบคุมพื้นที่บริเวณ ฐานฯ อุเกรทะ ของทหารเมียนมา อ.วาเล่ย์ใหม่ จ.เมียวดี ได้แล้วนั้น

    กองกำลังนเรศวร โดย ผู้บังคับกองบังคับการควบคุม หน่วยเฉพาะกิจราชมนู ร่วมกับ อำเภอพบพระ, กิ่งกาชาดอำเภอพบพระ, สถานีตำรวจภูธรพบพระ และผู้นำชุมชนฝั่งไทยและเมียนมา ได้พบปะพูดคุยให้ข่าวสารถึงสถานการณ์และความปลอดภัยในปัจจุบัน จึงทำให้ผู้หนีภัยความไม่สงบคลายความกังวลใจ มีความประสงค์ขอเดินทางกลับมาตุภูมิ ศูนย์สั่งการชายแดนไทยกับประเทศเพื่อนบ้านด้านเมียนมา จังหวัดตาก จึงประสานงานร่วมอำนวยความสะดวกแก่ผู้หนีภัยความไม่สงบชาวเมียนมา ในพื้นที่ปลอดภัยชั่วคราวโกดังเอกพันธ์ จำนวน 130 คน(บางส่วนมีการเดินทางกลับก่อนหน้านี้) เดินทางกลับมาตุภูมิด้วยความสมัครใจ 

    ทำให้ปัจจุบันคงเหลือผู้หนีภัยความไม่สงบชาวเมียนมาที่ขอพักอาศัยอยู่ในพื้นที่ปลอดภัยชั่วคราวโกดังสหกรณ์การเกษตร อ.พบพระ เพียง 1 แห่ง จำนวน 333 คน

     ทั้งนี้ หน่วยเฉพาะกิจราชมนู กองกำลังนเรศวร, หน่วยเฉพาะกิจตำรวจตระเวนชายแดนที่ 34 และฝ่ายปกครอง อ.พบพระ ยังคงความเข้มข้นในการลาดตระเวน,  การเตรียมความพร้อมของอาวุธยิงสนับสนุนตามแผนเผชิญเหตุ เพื่อป้องกันการรุกล้ำอธิปไตยของกองกำลังติดอาวุธต่างชาติ และดูแลความปลอดภัยให้กับพี่น้องประชาชนตามแนวชายแดน อย่างเต็มกำลัง ตลอด 24 ชั่วโมง เนื่องจากพื้นที่อื่นยังมีเหตุการณ์การสู้รบ      

    กองกำลังนเรศวร แจ้งให้ทราบว่า ประเทศไทยไม่ใช่คู่ขัดแย้งของทั้งสองฝ่าย และไม่สนับสนุนให้กับฝ่ายใดฝ่ายหนึ่ง ใช้พื้นที่ประเทศไทยเป็นพื้นที่สนับสนุนผลประโยชน์ของกลุ่มตนเอง หากมีบุคคลฝั่งเมียนมาได้รับผลกระทบจากความไม่สงบไม่ว่าฝ่ายใด เจ้าหน้าที่ไทยทุกฝ่ายมีหน้าที่ดูแลตามหลักมนุษยธรรมภายใต้อธิปไตยไทยโดยไม่เลือกปฏิบัติ และ ขอความร่วมมือประชาชนในพื้นที่ สื่อมวลชน และทุกภาคส่วน ในการพิจารณาข่าวสารข้อเท็จจริงก่อนที่จะนำไปเผยแพร่ให้กับประชาชน

Phop Phra District facilitates Myanmar refugees to return to their homeland

Since May 29, 2015, there has been fighting between ethnic minority forces/anti-government groups in the area surrounding the Myanmar military base, Ukret Base, Waley Mai District, Myawaddy Province, opposite the Thai side, Ban Waley Nuea, Village 2, Waley Subdistrict, Phop Phra District, Tak Province, causing more than 148 Myanmar citizens to request to cross the border to temporarily stay in the Ekphan Warehouse, a safe area. The Thai-Myanmar Border Command Center, Tak Province and the Red Cross Branch of Phop Phra District have coordinated to provide care in accordance with humanitarian principles, in accordance with the guidelines of the National Security Council.

And according to the news reported on June 12, 2015, ethnic minority forces/anti-government groups in Myanmar were able to control the area around the Ukret Base of the Myanmar military. Wa Le Mai District, Myawaddy Province

The Naresuan Force, led by the Commander of the Control Division, the Rajamanu Task Force, together with Phop Phra District, the Phop Phra Red Cross, Phop Phra Police Station, and community leaders on the Thai and Myanmar sides, met to discuss and provide information about the current situation and safety. This has relieved the anxiety of those fleeing the unrest and they want to return to their homeland. The Thai-Myanmar Border Command Center in Tak Province has coordinated to facilitate 130 Myanmar refugees in the temporary safe area at the Ekaphan Warehouse (some of whom had previously returned) to return to their homeland voluntarily.

This leaves only 333 Myanmar refugees who have requested to stay in the temporary safe area at the Agricultural Cooperative Warehouse in Phop Phra District.

The Rajamanu Task Force, the Naresuan Force, the 34th Border Patrol Police Task Force, and the Phop Phra District Administration are still intensively patrolling and preparing support weapons according to the incident response plan. To prevent the invasion of sovereignty by foreign armed forces and to take care of the safety of our brothers and sisters along the border with full force 24 hours a day because there are still fighting incidents in other areas.

The Naresuan Force announced that Thailand is not a party to the conflict between the two sides and does not support any side using Thailand's territory as a space to support their own group's interests. If any person on the Myanmar side is affected by the unrest on either side, all Thai officials have a duty to take care of them according to humanitarian principles under Thai sovereignty without discrimination. We ask for cooperation from the people in the area, the media, and all sectors to consider the facts of the news before disseminating it to the public.

Cambodianess Prime Minister Hun Manet announced on July 14 that compulsory military service will be enforced starting next year as part of efforts to strengthen Cambodia’s military capacity.

Speaking at the anniversary of the Royal Gendarmerie in Kampong Chhnang province, Hun Manet said he has approved in principle an amendment to the Law on Compulsory Military Service, which was originally passed in 2006 and contains 16 article

Cambodia’s Military Conscription Law, which has existed but remained unenforced for nearly two decades, will officially come into effect in 2026.

However, this significant legislation will undergo revisions, particularly concerning the duration of mandatory service. Previously set at 18 months, the service period is expected to be extended to 24 months.

The premier spoke on Monday (Jul. 14) during the inauguration of achievements at the Royal Gendarmerie Training Centre (Phnom Chum Sen Reak Reay) coinciding with the 32nd anniversary celebration of the Royal Gendarmerie Day (14 July 1993 – 14 July 2025) in Kampong Chhnang Province.

“Starting from 2026, the Military Conscription Law will be implemented. This is our commitment,” the premier underscored.

Samdech Thipadei further noted that the previous 18-month term was insufficient for comprehensive training, as it also encompassed administrative and logistical processes. He now proposes to extend it to 24 months, in line with the practices of many other countries.

The Military Conscription Law, promulgated on 22 December 2006, comprises six chapters and 18 articles. It mandates that Cambodian citizens of both sexes, aged between 18 and 30, must fulfil their military obligations. However, for women, this service remains voluntary.

During the same ceremony, Prime Minister Hun Manet explained that the law serves two main purposes: first, to increase the number of trained soldiers; and second, to enhance the effectiveness of military service, ensuring Cambodia maintains an adequate reserve of capable personnel.

Samdech Thipadei continued, “What matters most is effectiveness. After completing the two-year mandatory service, conscripts may choose to reintegrate into civilian life or voluntarily enlist in the professional military.”

In Thailand, conscripted soldiers receive a monthly salary and allowances, but the exact amount varies. Volunteers are offered a monthly salary of around 11,000 baht (USD 340) , while conscripts may receive a similar amount, sometimes with deductions for expenses like food or equipment. Deductions from salaries have been a point of contention, with guidelines now in place to prevent unauthorized or excessive reductions.

The Thai Army says the government must decide whether to rebuild the border fence at Prasat Ta Muen Thom, which was dismantled after the 2011 conflict.

The Royal Thai Army (RTA) spokesman said on Tuesday that it is up to the government to decide whether to rebuild the border fence at the Prasat Ta Muen Thom ancient temple in Surin. RTA spokesman Maj Gen Winthai Suvaree explained that the border fence at Prasat Ta Muen Thom previously served as a safety gate, as the area was once more remote than it is today. In 2008, a border fence was in place, and Thai soldiers held the key to open and close it according to a schedule. Cambodian tourists wishing to visit the Ta Muen Thom Temple in Surin had to obtain a queue card before being allowed entry, according to the Second Army Area. The fence was dismantled after the 2011 fighting as part of a government policy aimed at restoring relations between Thailand and Cambodia.

Winthai said that, so far, the government had not indicated whether it would rebuild the fence. He added that any construction in disputed or sensitive areas must first be approved by the government. Prasat Ta Muen Thom is one of four sites that Cambodia claims ownership of, despite the International Court of Justice’s ruling. Winthai noted that the border conflicts had led to more Thai tourists visiting Prasat Ta Muen Thom and other ancient temples in the Ta Muen group. He said the conflicts seemed to attract more visitors, which in turn boosted local tourism and the economy.

Cambodia is bold enough to take Ta Muen Thom temple, threatening Thailand not to dare to surround it with barbed wire.

Cambodian media reported that Thailand caused a commotion by sending 500 Thai soldiers near Ta Muen Thom Temple to pressure and fence with barbed wire before insisting that Ta Muen Thom Temple belongs to Cambodia and will not allow Thailand to invade and fence with barbed wire to block the entrance and exit of Ta Muen Thom Temple again.
