ក្នុងនោះ ក្រសួងការពារជាតិ អគ្គមេបញ្ជាការ មេបញ្ជាការយោធភូមិភាគរបស់កម្ពុជា បានធ្វើការជាប់ជាប្រចាំជាមួយភាគីថៃ និងបានស្នើម៉ាឡេស៊ី ក្នុងនាមជាប្រធានអាស៊ាន ធ្វើការជាមួយអាជ្ញាធរថៃលើកិច្ចការនេះ។

រាជរដ្ឋាភិបាលក៏បានប្រគល់ភារកិច្ចជូនក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ តាមរយៈស្ថានបេសកកម្មអចិន្ត្រៃយ៍កម្ពុជា ប្រចាំអង្គការសហប្រជាជាតិ និងអង្គការអន្តរជាតិ នៅទីក្រុងហ្សឺណែវ ធ្វើការជាមួយគណៈកម្មាធិការអន្តរជាតិកាកបាទក្រហម (ICRC) ដើម្បីខិតខំជំរុញការដោះលែងឱ្យបានឆាប់បំផុត។

Phnom Penh, August 4, 2025 — At approximately 11:00 a.m. today, Thai military forces equipped with full arms and heavy machinery crossed into Cambodian sovereign territory, according to a statement by Her Excellency Lieutenant General Maly Socheata, spokesperson for the Ministry of National Defense. The remarks were made during a press briefing at the Office of the Council of Ministers at 2:00 p.m., regarding the ongoing implementation of the Cambodia–Thailand ceasefire.

The incursion reportedly took place in the An Ses area, which lies well within Cambodia’s internationally recognized sovereign borders. Despite strong warnings from Cambodian troops stationed in the area, Thai forces proceeded with their deployment and established an unauthorized presence.

“This is a blatant violation of the ceasefire,” said Lt. Gen. Socheata, emphasizing the seriousness of the action. “This act constitutes a flagrant violation of the ceasefire and poses a grave threat to peace and security along the border between the two countries, as well as to the wider region.”

Lt. Gen. Socheata further underscored that just days prior, on July 30, 2025, Cambodia had facilitated an official field visit to this same area for accredited foreign military attachés based in Phnom Penh—an act that clearly affirmed Cambodia’s undisputed sovereignty over the site in question.

Calling the incursion “aggressive actions” of the ceasefire terms, she warned that such provocations significantly escalate tensions and jeopardize stability not only along the Cambodia–Thailand border but throughout the broader region.

The Second Army Commander clearly confirmed that Thailand's "Anma Channel" is a Thai territory, and denied that Cambodia violated the MOU by constructing structures that encroach on the border.

At the Royal Thai Army Headquarters, Lt. Gen. Boonsin Phadklang, Commander of the 2nd Army Region, addressed the case of Lt. Gen. Malee Socheata, spokesman for the Cambodian Ministry of Defense, who issued a statement alleging that Thai soldiers with weapons violated the ceasefire agreement by invading Chong An Ma in Ubon Ratchathani Province. He said, "We seized Chong An Ma before the ceasefire was resolved. Therefore, it is an area that we must control anyway, and it is a border of Thailand. Troops must be in that area."

When asked if Cambodia had previously violated the 2000 MOU by constructing houses and a market, encroaching on Thai sovereignty at Chong An Ma, Lt. Gen. Boonsin replied, "Yes, Cambodia has violated the 2000 MOU by constructing the Ta Om Monument, establishing a community, and a market. We are currently prohibiting this because such actions have long violated the agreement. We will no longer allow people to enter the market and houses in that area."

Facts about operations in the “Chong An Ma” area before the clashes until July 28, 2025, Thai troops were never able to occupy the area around the “Ta Om” monument because the Cambodian side had continuously placed forces to hold the area. On July 30, 2025, the Cambodian army led military attachés from 13 countries to observe the area. They found that the area around the “Ta Om” monument at that time was already completely controlled by Thai troops. Our side had already secured the main operational line. In the “Chong An Ma” area, to prevent clashes and maintain stability in sensitive areas, both sides agreed on a joint practice, namely, setting up a joint coordination point at the “Ta Om” monument. 1. Assign 5 troops from each side to enter the area for joint inspection to prevent further reinforcements. 2. No weapons will be carried. All officers must refrain from carrying weapons while on duty. 3. Coordinate with both sides, and both sides can meet at any time.

On August 1st at 10:30 a.m., two detained Cambodian soldiers were handed over, leaving 18 remaining in custody. All detained individuals are being treated in strict accordance with international law and human rights principles.

Urgent: Thai armed forces have entered and surrounded the An Ses border area inside Cambodian territory in Preah Vihear Province— the same location visited by military attachés from 13 countries on July 30, 2025. 

According to Cambodian border police sources, “at approximately 11:00 a.m on Monday (August 4, 2025), Thai troops laid barbed wire in the area.” An act intended to provoke a response from Cambodia.

Another senior police official said “This is a blatant violation of the ceasefire agreement and an apparent attempt to escalate the situation into a larger conflict.”

Thailand is further falling into the trap of international law.

Despite strong objections from Cambodian forces, Thailand has deployed armed troops and machinery into the An Ses area and other related zones — including encroachments into Cambodia’s sovereign territory — at 11:00 AM on August 4, 2025. In doing so: 

1. Thailand is increasingly entangled in a legal trap, akin to a strategic advantage for Cambodia in international court. Cambodia is implementing a strategy of "extending the fishing line to catch the big fish." Thailand is the fish; Cambodia sits patiently with the rod in hand, waiting to strike. 

2. Thailand faces accusations of violating the sovereignty of another state under international law. It must be remembered that any military operation on another country’s territorial integrity without consent constitutes an act of aggression. This incident is clear evidence of Thailand’s difficulty in defending itself legally and will be remembered in history as the act of a state committing international aggression — a grave international crime. 

3. Thailand continues to violate the ceasefire agreement reached on July 28–29, 2025, which required an unconditional cessation of hostilities, a prohibition on troop movements, and a freeze on military build-up. This act undermines the efforts of the United States, China, Malaysia, military alliances, and several diplomatic observers who have visited the area to monitor compliance with the ceasefire. 

4. Thailand’s military operations on Cambodia’s sovereign territory amount to provocation, risking the outbreak of war, and pose a severe threat to peace and security along the shared border. 

5. These actions also reveal Thailand’s true intention to place itself first — a “​ Thai Attacked First​ ” approach — blatantly initiating conflict while attempting to shift the narrative. 

Cambodia reaffirms that on July 30, 2025, a delegation of foreign military attachés based in Cambodia visited the An Ses area, which lies within Cambodian territory. Cambodia remains patient, refusing to fall into hostile traps. Instead, we gather solid evidence to support our case before international legal institutions. We remain calm and collected, “calm like a snake, waiting for the fatal strike,” as previously stated by the Prime Minister.

จากกรณีที่ โฆษก กลาโหม กัมพูชา กล่าวว่า ฝ่ายไทยได้ส่งกำลังติดอาวุธพร้อมยุทโธปกรณ์เข้ามาในพื้นที่ "อานแซะ" ซึ่งเป็นดินแดนอธิปไตยของกัมพูชา ภายหลังจากข้อตกลงหยุดยิงได้มีผลบังคับใช้ อย่างเป็นทางการแล้ว และยังได้ทำการลาดตระเวนและรุกล้ำพื้นที่อย่างชัดแจ้งนั้น

ขอเรียนว่า พื้นที่ดังกล่าวคือบริเวณพื้นที่ช่องอานม้า ในส่วนที่อยู่ในเขตอธิปไตยของไทย แต่ที่ผ่านมาฝ่ายกัมพูชาเป็นคนรุกล้ำดินแดนภายใต้อธิปไตยไทย โดยฝ่ายไทยได้เคยประท้วงไปหลายครั้งแล้ว แต่ฝ่าย กัมพูชา ไม่ยอมแก้ไข

แต่ผลจากการปฎิบัติการของฝ่ายเราในครั้งนี้ สามารถยึดควบคุมพื้นที่ได้ จึงได้ทำการเสริมความมั่นคงและจัดระเบียบใหม่ โดยการ เก็บกู้ และใช้เครื่องจักรเคลียร์ทุ่นระเบิดที่กัมพูชาอาจแอบวางไว้ ตกค้างอยู่ในพื้นที่

ทั้งนี้ เพื่อจะได้นำกำลังไปวางควบคุมพื้นที่ในการปกป้องอธิปไตยตามแนวเส้นปฏิบัติการของฝ่ายไทย

The Royal Thai Army confirmed that Thai soldiers have invaded and occupied the "Chong An Ma" market area, which was formerly under Thai sovereignty.

២.ទោះបីនៅក្នុងផែនទីចោរសៀម ដែលគូសជាឯកតោភាគីនោះ ក៏ពុំមានទាមទារយកច្រកអានសេះដែរ ពួកគេគូសយកតំបន់ប្រាសាទព្រះវិហារ, តាមាន់, តាក្របី ដូច្នេះការរំលោភបំពាននៅច្រកអានសេះនេះ រាជរដ្ឋាភិបាលអាចដោះស្រាយតាមរយៈការទូត ដែលអាចបញ្ជៀសសង្គ្រាមបង្ហូរឈាមបាន ច្រកអានសេះមិនអាចបាត់បង់ទេ។

៣.ច្រកអានសេះ ពុំមែនជាតំបន់ភូមិសាស្ត្រស្មុគស្មាញទេ បើចាំបាច់អាចប្រើ BM-21 យ៉ាងច្រើន ៥កញ្ច្រែង ចោរសៀមនឹងក្លាយជាជីនៅតំបន់នោះហើយ ។ កងទ័ពកម្ពុជា ត្រូវការពារឱ្យបានតំបន់ភ្នំទ្រព្យ វាលឥន្ទ្រី តាមាន់ តាក្របី ភ្នំខ្មោច ទីតាំងទាំងនោះ ទើបជាគោលដៅរបស់ចោរសៀម បើមិនដូច្នោះទេពួកចោរសៀមវាមិនមកចោលខ្មោចយ៉ាងច្រើននៅតំបន់នោះទេ ។
