3. Security Situation
Unrest inside the borders of the state of the KATILAND  

  KATILAND is prey to unceasing unrests since several months following organized elections that took place a few years ago and whose results are contested since. OUDONG, the capital, is in a situation of chronic insecurity as well as most large cities of the country. The political dissensions gave pretext to more serious unrests, quickly taking an ethnic connotation. A non negligible part of the population found security in the surrounding countries forcing the intervention of numerous NGO that assures the management of humanitarian assistance to the populations.

Three ethnic groups compose the country. The KOSAS (20% of the territory and 30% of the population), to the north, the AZES (70% of the territory and 65% of the population), scattered on all the extent of the country, and the MARLIS (10% of the territory and 5% of the population), minority extensively spread on the whole territory but mainly in the zone in strong AZES majority. Militias, well armed and submitted to the different ethnic groups, oppose themselves and create a rein the country-wide terror.   

Since the beginning of the events, negotiations conducted by the intervention of some emissaries permitted to reach a cease-fire agreement. This agreement has been accepted and signed two months by all parties. The situation remains however fragile and uncertain. Simultaneously, the Security Council (resolution 852) decided, in agreement with the belligerents, to put in place an observer mission in KATILAND. The deployment of an interposition force has not been adopted yet. Since some weeks the situation seems to stabilize but stays unstable.

  • on 100730NOV18, the  06 officers had mobilized by the UN mini ZIP car, plate number___ to meet ICRC delegation with the GR location at 48 PVU 74176/07182 to (1)  inform them of security issues within our Area of Responsibility  (AOR), to (2) establish line communication and (3) to provide a contaminated minefield's map as well as the business OIs/NGOS/UN development agencies working in the area. 
  • on 10090NOV18, The SO had assigned the 06 officers to Vaing Chass Village, Commune Ou Dong, District Pongnea Lor, at the GR location at 48 PVU 72532/05940 meet abducted child's parent and witness for further information and coorporation among the related parties. 
  • Insurgency: 10 Nov, Kabul Province, Kabul City – Reportedly the insurgents recruited a suicide bomber that will be dressed as a female for a suicide attack against the Indian Embassy, or Intercontinental Hotel, or the Ariana Hotel 
  • Operations: 07 Nov, Wardak Province, Chaki District – During the morning a joint IM/ANSF operation was launched in the Zarbagh Village. One insurgent was arrested and his weapon was seized by the joint force
  • IED: 08 Nov, Wardak Province, Saydabad District – During the morning the ANSF located an IED in the Salar Area. An IM EOD Team later defused the device
  • Kidnap: 06 Nov, Logar Province, Pule Alam District – During the afternoon insurgents deployed an illegal vehicle checkpoint in the Porak Area along the Logar to Gardez Highway. From one of the vehicles they stopped they stopped they challenged three people, and identify them as two Police members and one NGO local staff member. The NGO local staff member convinced the insurgents that he is an Islamic Law student and was left alone when he produced a student ID Card. The insurgents kidnapped the two Police members. Their current whereabouts is unknown at this stage.
  • Success: 09 Nov, Badghis Province, Qades District – During the day approx 83 insurgents surrendered to the government in the Qaleh Ye Now City and handed over their weapons to the authorities
  • Crime: 08 Nov, Herat Province, Herat City, Police District #1 – During the morning the Police arrested two drug smugglers in the Bekrabad Area and seized approx 4 Kg of crystal.
  • Murder: 09 Nov, Farah Province, Farah City – During the night unknown gunmen entered a private residence in the Korji Village. The gunmen killed a female resident and wounded her husband.
  • Intimidation: 10 Nov, Jawzjan Province, Khwaja Do Koh District – During the day insurgents warned the local residents not to make use of the Shibirghan to Jawzjan Highway between 08h00 in the morning till 15h00 in the afternoon.
  • Ordinance Recovered: 09 Nov, Kunduz Province, Chahar Dara District – During the morning the Police launched an operation in the Amanullah and Zadran Villages where they located and seized a number of home manufactured IEDs, and an assortment of weapons and ammunition. No arrests were made.
  • Demonstration: 08 Nov, Baghlan Province, Pule Khumri District – During the afternoon a group of local residents staged a peaceful demonstration in front of the municipality protesting against their dismissal
  • Army patrol under attack: It happen near the Line of Control in Keran sector of Jammu and Kashmir, an official said. "Terrorists opened fire on a link patrol ahead of the fence at the Line of Control in Keran sector," a Defence Spokesman said here.  He said two soldiers were injured in the firing, which was retaliated to by Army personnel. The operation was in progress when last reports came in, he added. The attack comes on a day when Union Home Minister Rajnath Singh arrived here on a two-day visit to the state to review the security situation. 
  • TROOPS RECOVER CACHE On 31, 2016 TROOPS RECOVER CACHE OF ARMS AND AMMUNITIONS IN GAMBORU: Troops conducted raids at Gamboru town early this morning following a tip off. The troops recovered 3 AK-56 rifles and 2 AK-L rifles with registration numbers; AK-L-AGB 1172, AK-L PU2879, AK-56-2556688, AK-56-22622832 and AK-56-22622315, respectively. They also recovered 235 rounds of 7.62mm (Special) ammunition and 7 AK-56 rifle magazines. The Nigerian Army wishes to commend those good citizens that alerted the military for the timely and useful information that led to this recovery. This is the type of cooperation and support we always require from citizens of this country to enable us clear the remnants of the Boko Haram terrorists. We wish to reiterate the need for all to be more vigilant, security conscious and report any suspicious movements or persons to the nearest security agency. Implication: China’s increased military presence in the Indian Ocean should not come as a surprise. China is following in the traditional path of other rising powers; it is expanding its military operations to match its interests abroad.


Implication:The security implications of China’s push into the Indian Ocean region are mixed. In peacetime, these efforts will certainly expand Chinese regional influence. In wartime, however, China’s Indian Ocean presence will likely create more vulnerabilities than opportunities.

Implication: Threat reports continue to indicate that insurgents aspire to conduct coordinated attacks in Kabul City, as such the threat remains extant. Recent threat reporting has also indicated likely reconnaissance of areas and businesses frequented by members of the international community. Although no significant attacks were carried out in Kabul during the recent parliamentary election, or indeed after the event, the recent reduction in physical security in the city may provide insurgents with exploitable opportunities to carry out attacks. Suicide and complex attacks remain the preferred choice for insurgents in order to gain maximum casualties figures and the associated high degree of media attention. It remains possible that insurgents will still seek to undermine the democratic process by conducting high profile attacks when the final results are announced. It remains prudent for international agencies in the Kabul area to maintain a high degree of security vigilance. Sporadic IDF attacks in the city centre are to be expected. Any attacks are likely to consist of between one and four 107 mm rockets launched towards the city centre. Incidents of intimidation, executions by insurgents and targeting of government officials are increasing throughout the country. It seems to be a form of revenge by insurgents as they have lost more than 300 insurgent commanders over the past few months due to successful IM/ANSF operations.
