It happening in Kula Lumpur, Malasia. The organizer willing to talk about South China Sea but China saying No!. ASEAN is 10 member states without China and USA. The ASEAN 10 members must sign a " declaration or statement" collectively to show its against/attack China but ASEAN never and will never reach this legal approach because of border problem between Vietnam-Cambodia, Vietnam Laos, Vietnam Malaysia, Vietnam Philippine....
South China Sea: administration boundary, military boundary map, claiming boundary map! It is yet an International Boundary.
