The US mission ( John Kerry) mainly focus on persuading all ASEAN members to joint the USA umbrella over South China Sea business. The International Sea law is not applicable to the sea in ASEAN due the law indicates that water depth of 300 m will belong to the International sea ( for international navigation/ free ship zone) while the real situation is somewhere around 100 meter depth, thus the surrounding countries included China had deployed troop for occupying the South China Sea as their. With that fact, some ASEAN member not support to the USA idea but China.
